Ray Fournier
President, FSAC Board of Directors
With more than three decades of leadership experience in the death care profession, Ray Fournier brings a wealth of strategic, operational, and financial expertise to the FSAC Board. His extensive background in senior management has honed his skills in strategic direction, client and stakeholder relations, business growth, and organizational transformation—qualities that have made him a valued contributor to FSAC’s national leadership.
Ray’s deep understanding of the death care and consumer goods industries, paired with his experience in distribution, retail, and labor management, enables him to provide informed guidance on both industry and governance matters. Currently serving his third term on the FSAC Board, Ray has been part of the executive team for the past three years, previously holding the role of Treasurer and now serving as President. He has also chaired the Governance, Finance, Human Resources, and Conference Committees.
Motivated by a lifelong belief in the power of collaboration, Ray joined FSAC to give back to a profession he deeply values. He believes that by working together, every sector of the death care profession can contribute to a stronger, more unified future.
Outside of his professional life, Ray is active in charitable organizations, enjoys travelling with his wife Barbie, and finds his peace on the golf course. Known for his compassionate nature, Ray lives by two guiding principles that have shaped his career: “The harder you work, the luckier you get,” and “People do not care about how much you know, until they know how much you care.”
Ray is most proud of helping strengthen FSAC’s foundation and ensuring its continued growth and relevance as the national voice for Canada’s death care profession. His ongoing goal is simple yet profound—to leave FSAC stronger than when he joined.
Janet Ricciuti
Vice-President, FSAC Board of Directors
With nearly four decades of experience in the death care profession, Janet Ricciuti brings a deep commitment to advocacy, education, and collaboration to her role as Vice-President of the FSAC Board of Directors. Her leadership has been instrumental in shaping industry standards, strengthening partnerships, and advancing the profession across Canada.
Early in her career, Janet was among the first in British Columbia to be recognized as a licensed funeral director under the province’s new legislation. From 1990 to 2013, she served as Executive Director of the Funeral Service Association of British Columbia (FSABC), where she helped develop competency-based and workplace-integrated apprenticeship programs. Her success in securing provincial and federal funding supported these initiatives for years to come. During her tenure, Janet worked closely with a visionary board to influence provincial policy and contribute to lasting improvements in the funeral service sector.
In 2013, Janet joined Service Corporation International (Canada) ULC as Director of Government and Corporate Affairs – Canada, where she continues to advocate for frontline professionals while engaging with government and regulatory bodies to advance key industry priorities. A proud supporter of FSAC’s collaborative mission, Janet coined the organization’s unifying tagline, “Better Together,” which has since become a guiding theme for FSAC’s work nationwide.
As Chair of FSAC’s Government Relations Committee, Janet leads national efforts on issues such as increasing the CPP death benefit and removing GST from essential death care services. She believes deeply in the importance of partnership—between FSAC, provincial associations, and government ministries—to achieve meaningful change through “one voice, one purpose.”
Outside of her professional life, Janet devotes time to supporting elderly family members through their end-of-life journeys. She finds peace and balance through year-round gardening, seaside walks, preparing traditional Sunday dinners, and looks forward to returning to the golf course with her husband and son.
Simon Dubé
Treasurer, FSAC Board of Directors
A dedicated leader with a lifelong passion for helping others, Simon Dubé began his journey in the funeral profession at just 16 years old. Today, as Market Director for Service Corporation International (Canada), he brings more than two decades of experience and a deep commitment to supporting funeral homes, their teams, and the families they serve.
Simon joined the FSAC Board to extend his impact beyond individual families to the broader deathcare community. As Treasurer, he oversees FSAC’s financial stewardship—ensuring transparency, accountability, and sustainability. He also contributes to the Membership and Public Awareness Committees, helping to strengthen engagement and promote the profession nationwide. Fully bilingual in French and English, Simon plays an important role in advocating for accessibility and inclusivity across FSAC’s programs and communications.
Driven by empathy and purpose, Simon’s approach to leadership is rooted in listening and understanding. Having supported countless families through loss, he believes that every story shared is an opportunity to honor a life and bring comfort to those left behind. While his current role focuses on empowering his teams, his ultimate goal remains the same—to elevate the quality of care provided to families across Canada.
Outside of work, Simon cherishes time with his family and embraces the outdoors through camping, skiing, snowshoeing, and fishing. He’s also passionate about outdoor cooking and creating memorable experiences with loved ones. True to his philosophy of living life to the fullest, Simon once went skydiving with his family—a reminder to seize every moment and find joy in every adventure.
Simon is proud of the collaborative spirit that defines FSAC and the meaningful relationships built within the organization. Guided by FSAC’s “Better Together” philosophy, he continues to work toward strengthening connections across the profession and ensuring a bright, unified future for all who serve Canadian families.
Kollin Weatherbee
Secretary, FSAC Board of Directors
A licensed Funeral Director and Embalmer in Nova Scotia since 1999, Kollin Weatherbee brings decades of hands-on experience, family tradition, and community spirit to his role as Secretary of the FSAC Board of Directors. Having grown up in the funeral profession, Kollin began working alongside his uncle—the founder of Sydney Memorial Chapel—at just 12 years old. Inspired by his uncle’s dedication to both families and the profession, Kollin developed a deep respect for service, tradition, and the importance of modernizing funeral care in Atlantic Canada.
Encouraged by mentors Allan Cole and Ray Fournier, Kollin joined the FSAC Board to represent Cape Breton and Eastern Canada, ensuring the region remains connected and engaged in national discussions shaping the deathcare profession. Today, as Co-Chair of the Membership Committee, he plays an active role in recruiting new members, strengthening engagement, and promoting FSAC across conventions and professional events.
Kollin’s motivation comes from a lifetime spent helping families during their most difficult moments—a passion instilled early, when he was often found assisting at the funeral home as a child. That lifelong connection continues to drive his commitment to ensuring every family receives the highest standard of care.
Outside of his professional life, Kollin embraces the natural beauty of Cape Breton through boating, skiing, snowmobiling, and golfing (despite what he calls his “horrible swing”). He also serves on the Board of Ski Ben Eoin, further contributing to his community.
Kollin credits his parents, uncle, and family for inspiring his strong work ethic, humility, and dedication. He is proud to serve among a national network of professionals working together to strengthen and elevate funeral service in Canada—and to help grow FSAC’s membership for the next generation.

Heather Kiteley
At-Large Director, FSAC Board of Directors
With more than 30 years of experience in Ontario’s bereavement sector, Heather Kiteley brings a unique combination of professional expertise, regulatory insight, and deep compassion to her role as an At-Large Director on the FSAC Board. A licensed funeral director and insurance professional, Heather grew up in a multi-generational, family-run funeral home and has devoted her career to serving families with integrity and care.
Her extensive experience spans every level of the profession—from front-line service and auditing to regulatory work and executive leadership. As President and CEO of Guaranteed Funeral Deposits (GFD), Heather is responsible for ensuring that over $1.5 billion in prepaid funeral funds are safeguarded for Canadians. Her leadership has focused on strengthening compliance, building trust with regulators, and upholding the highest standards of consumer protection and professional excellence.
Heather joined the FSAC Board to help advance the national conversation around the future of funeral service in Canada. She is passionate about supporting FSAC’s mission to unify and strengthen the profession, ensuring that all Canadians continue to receive trusted, dignified care during life’s most difficult moments. Drawing on both her operational and regulatory experience, she helps bridge the realities of funeral service with the broader strategic and policy challenges facing the industry.
Beyond her professional commitments, Heather enjoys spending time with her family at their farm, exploring local history, and reading. She also boxes—a hobby that challenges her focus and resilience—and finds peace kayaking and hiking in northern Ontario.
Heather’s inspiration comes from the many professionals she’s worked with across Canada, especially those serving families on the front lines. Most of all, she is guided by the legacy of her late father, Bill Kiteley, whose six decades of service helped shape modern funeral care in Canada. His compassion, empathy, and quiet leadership continue to inspire her commitment to making a lasting impact on the profession she loves.
Lewis MacIntosh
Director, FSAC Board of Directors
Lewis MacIntosh brings more than three decades of combined experience in finance, public service, and funeral directing to the FSAC Board. A graduate of St. Francis Xavier University with a Bachelor of Business Administration in Accounting, Lewis began his career as an Accounting Control Officer with the Guysborough County District School Board before joining Canada Post’s National Philatelic Centre in Antigonish, where he served as a Financial Analyst for 27 years and contributed to numerous national projects.
In 1992, Lewis earned his Funeral Director’s licence and later transitioned to full-time service at G.W. Giffin Funeral Home in 2012. He received his Certified Funeral Service Practitioner (CFSP) designation in 2013 and served as Secretary-Treasurer of the Funeral Service Association of Nova Scotia (FSANS) from 2013 to 2019.
Deeply inspired by his late father, Peter MacIntosh, and their shared experiences attending FSAC conventions over the years, Lewis developed a lasting appreciation for the association’s mission and community. His longstanding commitment to the profession led him to join the FSAC Board in 2024, where he is currently serving as a Director and member of the Membership Committee.
Outside of his professional life, Lewis is an active community volunteer, serving in a variety of roles including Elder, Clerk of Session, and Choir Member at his local church. He also lends his expertise as a Financial Advisor to the Goshen & Area Fire Department and as Chairperson of the Goshen Community Centre and Fire Department Board of Directors. A familiar voice at community events, Lewis has emceed concerts, Canada Day celebrations, and fundraising events, including the annual 12-hour broadcast on 98.9 XFM supporting St. Martha’s Hospital Help Day.
As a funeral director, Lewis finds deep fulfillment in serving families with compassion and care—helping them create meaningful tributes and moments of remembrance. He is guided daily by the inspiration he draws from the families he serves, his colleagues, and his community.
When he’s not working or volunteering, Lewis enjoys relaxing by watching classic sitcoms such as Seinfeld, Friends, and The Big Bang Theory.
Bill Sampson
Director, FSAC Board of Directors
Bill Sampson has dedicated more than three decades to the funeral profession, combining his experience as a licensed funeral director, educator, and industry representative with a lifelong commitment to dignity, respect, and service.
After graduating from the Funeral Services Program at Kingstec in Kentville, Nova Scotia (1992–1993), Bill began his career and apprenticeship at W.J. Dooley Funeral Home in North Sydney, N.S. In 2002, he joined The Dodge Company (Canada) Ltd. as a Sales Representative, a position he held for 21 years. Through his work with Dodge, Bill attended numerous FSAC conferences and presented embalming sessions at national events—experiences that deepened his appreciation for the association’s leadership in education and professional development.
Bill’s motivation to join the FSAC Board came after attending the 2024 FSAC Summit in Winnipeg, where he was inspired by the energy, collaboration, and educational focus of the event. He hopes to contribute to FSAC’s ongoing educational initiatives and serve on the Education Committee to further support continuing learning within the profession.
Outside of his professional work, Bill dedicated 20 years of service as an Auxiliary Constable with the Royal Canadian Mounted Police. In his personal time, he enjoys travelling with his partner, Paul, and spending time with their German Shepherd, Henry.
Bill’s passion for funeral service is rooted in a deeply personal story shared by his late father, who once reminded him that “it’s not the casket that matters—it’s what’s in the casket that matters most.” That lesson continues to guide Bill’s belief in the importance of dignity, care, and compassion in every aspect of his work.
He is proud to bring his experience, insight, and enthusiasm to FSAC, and looks forward to helping strengthen membership engagement and educational opportunities across Canada.
Fun fact: Bill describes himself as a “very transparent individual”—what you see is what you get, and that authenticity shines through in everything he does.
Steve Reynolds
Director, FSAC Board of Directors
Steve Reynolds is a Class 1 Licensed Funeral Director in Ontario with nearly 30 years of experience. He is a Past President of both the Toronto District Funeral Directors Association and the Ontario Association of Cemetery and Funeral Professionals, and has served on FSAC’s Supplier Committee.
As Chair of FSAC’s Professional Development and Events Committee, Steve oversees the annual Summit and initiatives supporting the next generation of funeral professionals. He is passionate about mentorship and helping new directors develop the skills and confidence to succeed.
Outside work, Steve enjoys golf, tennis, cottage life with his son, and volunteering with a charity that provides pontoon boat rides for people with mobility challenges.
Steve is proud to foster collaboration between provincial associations and strengthen FSAC as the national voice of the profession. Fun fact: he once won a trip to Las Vegas in an Elvis impersonation contest.
